same result when upgrading, then uninstall/reinstall... got this as soon as it installed in my system prefs.

If my assumptions are correct, you should get message "Can not install in ~/Library ..." and than it should just work.

Please let me know if it did work.

Ok, this one must work.

NOTE : Run "Uninstall" from this distribution before installing AlmostVPNPRO.prefPane.

DO NOT RUN UNINSTALL from RC2b. It may wipe your disk.
